'Empowered 2 Support' is an independent social care brokerage and money management service dedicated to helping individuals take control of their support with personalised support planning and budget management!
We work in partnership with local authorities, NHS commissioners and families to support people to achieve better outcomes through personalised, flexible support arrangements.
We specialise in the management of Individual Service Funds (also known as Third-party budgets), supporting people who want choice and control over their support without the full responsibilities associated with Direct Payments.
Charlotte Narraidoo – Director
Charlotte brings experience in operational coordination, quality assurance, and person-centred support. Her background includes working alongside families and professionals to support effective planning, communication, and delivery of agreed outcomes.
She has experience working in the public sector in both local authority and NHS settings. Charlotte also has private sector experience as a registered manager with a strong focus on safeguarding, transparency, and ethical practice, and plays a key role in ensuring that Empowered 2 Support Ltd operates with robust processes, clear oversight, and a consistent focus on people’s wellbeing.
Charlotte is responsible for operational delivery, quality monitoring, and service development.
Melvyn Narraidoo – Director
Melvyn has extensive experience working across adult social care, with a particular focus on personalised support, commissioning practice, Personal Budgets.
He has experience working in local authorities and both acute and community hospital settings, working with providers and families to develop outcome-focused approaches that balance flexibility, accountability and value for money. Melvyn brings a strong understanding of statutory frameworks, including the Care Act 2014 and NHS personalised care guidance particularly around Self Directed Support, Personal Budgets, Direct Payments and ISFs. He is committed to promoting choice, independence, and community-based solutions.
As Managing Director, Melvyn is responsible for governance, commissioner relationships and the strategic development of Empowered 2 Support Ltd
